The Aga Khan Foundation (AKF) is a private, international non-denominational and not-for-profit organization established in 1967 in Switzerland. The Foundation seeks to develop and promote creative solutions to long-standing global challenges including poverty, hunger, illiteracy, and disease. Through its local partner, the Public Foundation Kyrgyzstan Mountain Societies Development Support Programme, AKF implements a range of integrated interventions in rural development, education, and health, which are implemented in collaboration with and between community-based groups and local authorities. AKF is active in five oblasts in the Kyrgyz Republic, covering a total population of more than 520,000.

AKF KGS is looking for an experienced Finance Director, with strong leadership and team development skills, to report directly to Chief Executive Officer and a member of the Senior Leadership Team. Finance Director will provide the strategic leadership for solution focused approaches to the financial planning, accounting operations and compliance functions.

Qualification requirements

  • Bachelor’s degree in accounting and finance; Master’s degree in the same/related field or ACCA is a plus,
  • At least 10 years of overall professional experience; ideally 5+ years in managing Finance position
  • Exceptional grant management skills especially financial management of grants in addition to supporting the development of new grant proposals
  • Solid knowledge of international accounting standards like IFRS as well as KR legislation in terms of accounting, taxation and financial management
  • Technology savvy with experience in selecting, implementing and overseeing accounting and reporting software(s)
  • A successful track record in setting priorities; keen analytic, organization and problem-solving skills which support and enable sound decision making
  • Personal qualities of integrity, credibility, and dedication to the mission of AKF
  • Excellent communication skills with a high level of written and spoken English, Kyrgyz, and Russian

Duties

  • Direct and monitor all financial activities, including project/program and grants accounting of the organization
  • Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments.
  • Coordinate and lead the annual audit process, liaise with internal and external auditors.
  • Oversee and lead annual budgeting and planning process in conjunction with the CEO and review all financial plans and budgets; monitor progress and changes; and keep senior leadership team abreast of the organization’s financial status.
  • Manage organizational cash flow and forecasting.
  • Implement a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
  • Update and implement all necessary business policies and accounting practices; improve the finance department’s overall policy and procedure manual.
  • Effectively communicate and present the critical financial matters to the CEO and AKF Head Office.
  • Ensure statutory compliance under the laws of the Kyrgyz Republic and donor agreements.
  • Participate in development of new grant proposal specifically assisting in drafting prospective programmatic and operational budgets and determining cost effectiveness of prospective service delivery.
  • Manage the finance department, train new employees as necessary and deploy skills for IT solutions for business processes and financial management.
