JSI Research & Training Institute, Inc. (JSI) is a Boston-based public health consulting firm dedicated to providing high quality technical and managerial assistance to public health programs throughout the world. JSI works extensively with national and local governments, NGOs, the private sector, and traditional leaders to expand access to services for vulnerable populations. JSI is committed to improving the health of underserved populations through innovative approaches in a range of public health areas, including TB, HIV, sexual and reproductive health, technical and organizational capacity building, supply chain strengthening, strategic information management, health systems management, and policy development.

JSI seeks a highly qualified Research Specialist for the USAID-funded Cure Tuberculosis Project based in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement aimed to reduce the drug-resistant tuberculosis (DR-TB) burden through cost-effective, locally generated activities that ensure timely, high-quality, nondiscriminatory TB diagnosis, treatment, and prevention responses. Working through a life-cycle lens, over five years, this cooperative agreement will strengthen the enabling environment for systems-level changes that move our partners towards self-reliance.

The Research Specialist will be the focal person for Cure Tuberculosis Project research activities to strengthen health systems and ultimately improve health outcomes. S/he will help forge strong working relationships among policymakers and technical and research professionals to advance the Project’s targets and goals. The Research Specialist will conduct in-depth analysis of processes, indicators and other data and search for corrective actions to improve performance. S/he will also develop a dashboard system – a multi-level system that can provide operational managers with information on the performance of the structure and system as a whole. The Research Specialist will work in the Analytic Group and will report directly to the Strategic Information Director.

Qualification requirements

QUALIFICATIONS

  • Advanced degree in public health, research, epidemiology, biostatistics, statistics, social sciences or a related field is required;
  • Five to seven years’ experience in conducting research for international development or health programming (health and TB program experience strongly preferred);
  • Proven understanding of advanced principles, theories, techniques, and methods of research, including qualitative and quantitative research methodologies;
  • Familiarity with the principles and current approaches to monitoring and evaluating global health and/or development programs;
  • Computer literacy with demonstrated use of statistical analysis software, databases and graphical software;
  • Advanced Excel skills, with ability to write macros and develop data dashboards preferred;
  • Experience working with Tableau, BI or other visualization or data intelligence platforms;
  • Knowledge and experience of geospatial mapping and ArcGIS software highly desired;
  • Excellent organizational skills and attention to detail, as well as ability to work independently and to manage multiple priorities on a daily basis with minimal supervision;
  • Ability to work effectively, efficiently and harmoniously with other staff from other disciplines;
  • Prior experience working and conducting research in the Kyrgyz Republic;
  • Professional English and Russian preferred.

Duties

  • Lead the team’s routine analysis of project data, including indicator results, baseline assessments, and epidemiological data;
  • Conduct in-depth analysis of project data as well as externally-available data to answer specific research questions and represent findings in both narrative and graphical form;
  • Triangulate program data with other country-available data and from USAID/other partners to generate predictive analytics based upon at-risk population profiles in each oblast;
  • In collaboration with the Medical Information Systems group, lead the design of a web-based TB dashboard system both for project management purposes and National TB Program management, as well as to track real-time progress towards epidemic control;
  • Assist in the implementation of baseline assessments for the project, including administration of health provider and patient questionnaires;
  • Conduct data analysis of all surveys, questionnaires and baseline assessments conducted and present results in both descriptive and graphical form;
  • Lead the development of the project research agenda, including key data analyses to be performed, key research questions to be answered, analysis of data gaps and proposals for generating information to fill data gaps, design of operational research studies, and plans for analyzing and presenting findings in publications and conferences;
  • Lead the preparation of project research findings in the form of abstracts for technical conferences as well as articles for publication in peer-reviewed journals;
  • Build project and National TB Program staff capacity to conduct research studies, analyze data and present data visually in effective ways;
  • Assist in training in-country partners in the use of simple methods (e.g. data extraction from routine statistics and records, exit interviews etc.) to measure indicators and identify progress and problems; provide additional TA in the use of methods and tools as necessary;
  • Train project staff and national partners in the use of data dashboards with the aim of handing over user-friendly dashboard tools to the national program;
  • Lead geospatial mapping exercises (using ArcGIS or other software) to visually represent key program data geographically and explore correlations between different data points;
  • Contribute to the development of a Strategic Information (SI) Plan, including key project data needs and research plans;
  • Collaborate closely with the Communications Specialist and SI Director to ensure SI products are developed for and disseminated to target audiences effectively;
  • Actively participate in Government of the Kyrgyz Republic (GOKR) activities and events as a technical representative of the project;
  • Participate in the project’s strategic planning as needed; and
  • Perform any other tasks assigned by the Chief of Party.
